Wai'an Village, located on the southern coast of Xiyu Township, is bordered to the north by Nai'an Village. With its natural barriers offering protection from strong northeastern monsoons, Wai'an has grown into the most populous community in Xiyu Township. The village's proximity to migratory fishing grounds in the strait has made fishing the backbone of the local economy. In 2011, Wai'an Fishing Harbor was recognized in the Fisheries Agency's "Top 10 Charming Fishing Harbors in Taiwan(全國10大魅力漁港)," earning a spot in the "Cultural Heritage(人文薈萃類)" category. The harbor transforms between day and night, offering visitors two distinct scenic experiences.
  
Wenwang Temple serves as the spiritual center of Wai'an Village, dedicated to Lord Wen. During the Lantern Festival, the temple hosts traditional celebrations such as the "Begging Turtle" and "Ping An Bridge(平安橋)" rituals. At night, to express gratitude for divine blessings and pray for a bountiful fishing year ahead, nearly a hundred fishing boats gather at Wai'an Fishing Harbor, illuminating the waters with their fishing lamps. This mesmerizing three-day spectacle, known as the "Wai'an Harbor Aglow(外垵漁火)," is exclusive to the Lantern Festival period and draws numerous visitors.

For a sweeping view of Wai-An Fishing Harbor, make your way to Wai'an Sanxian Tower, a scenic vantage point perched high above Wai'an Village. Wai'an Sanxian Tower, also known as Xipu Sanxian Tower, is located on a hilltop southwest of Wenwang Temple in Wai'an Village. It consists of three stone towers standing on the edge of a cliff, serving as protective structures to ward off negative energy. Each Sanxian Tower features a square stone base with a conical stone spire, measuring approximately 2 meters in height and 1 meter in diameter. These towers function similarly to Shigandang (Ishiganto Stones) in their role of dispelling harmful forces. The central tower is adorned with a basalt inscription.
