Shetou Mountain, located on the southwest corner of the main island of Penghu, is a small peninsula protruding from the northern edge of Fengguiwei, guarding the Magong Bay alongside Jinguitou on the northern shore. Its shape resembles a snake lying in the sea, which is why it is called "Shetou Mountain" (Snake Head Mountain). Climbing to the top of Shetou Mountain offers a panoramic view of the bay, with distant views of Magong City, Sijiao Islet and Penghu Inner Bay(澎湖內灣.) The peak stands at 20 meters above sea level, making it one of Taiwan's "Top 100 Small Mountains," with the lowest elevation among them. In the past, Shetou Mountain was a crucial military site. In 1622, the Dutch built a fort here, known as Taiwan's earliest "Fort San Domingo." This fort's remains were designated a national monument in 2001.
On the southeast side of Shetou Mountain, there is a cenotaph for French soldiers who died from illness during their occupation of Magong Island and a monument commemorating the Japanese warship Matsushima, which sank after a powder magazine explosion near Magong Harbor. Through the planning and renovation by the Penghu County Government, Shetou Mountain has been preserved as a historical battlefield site, offering visitors a chance to reflect on the military history of the area while also enjoying the scenic views.
The history of Shetou Mountain is rich with the stories of soldiers from different nations who perished on foreign soil. Around a century ago, the local deity Lord Wen instructed the residents to prepare offerings for foreign soldiers during the lunar ghost month, including foreign wine, cigars, raw beef and sashimi. This practice is still remembered today by locals, who refer to it as the "Bîng-kun-toh" (Ghost Army Table).
