In order to stimulate the winter tourism market, the county government will launch the "2025 Winter Penghu Tour Consumption Voucher" program from November 1, 2025 to January 31, 2026. A special press conference was held today (12th) to announce the content of the event and combine the industry to propose a number of discounts and activities. County Magistrate Chen Guangfu sincerely invites tourists from all over the country to seize the opportunity to come to Penghu to enjoy the "2025 Winter Penghu Tour Consumption Voucher" super value discounts and explore Penghu's winter beauty, cultural customs and food experience. This consumption voucher activity will last for three months. Any non-Penghu tourist who enters Penghu during the activity period and stays in a legal hotel for at least one night can present their original boarding pass or ferry ticket, identity certificate and accommodation certificate to receive a total of NT$500 consumption vouchers (5 pieces, NT$100 each). 75,000 vouchers with a total value of up to NT$37.5 million will be issued. The redemption period ends on a first-come, first-served basis. The vouchers are valid until February 6, 2016, and can be used across all businesses in the county, including dining, accommodation, transportation, shopping, and street vendors.

To facilitate voucher redemption, the county government has planned five redemption locations: the Penghu Marine Geopark Center Tourism Information Center, the County Government Gate Guardhouse, the Duxing Ten Village Yusheng Hall Information Center, and service points in Wangan and Qimei Townships. Furthermore, this year marks the first time that the event has partnered with hoteliers, with 18 participating hotels currently participating. Independent travelers can simply check in at the hotel counter (only guests staying at the hotel can redeem the vouchers), eliminating the hassle of traveling and waiting in line, and enjoying fast and attentive service.

The county government emphasized that this event will feature a special "scratch-off lottery" bonus. Every voucher recipient will receive a scratch-off lottery ticket. A total of 75,000 vouchers will be issued, offering over 4,000 exquisite prizes. This allows travelers to enjoy the surprise of winning a prize in addition to using their vouchers, making their trip even more enjoyable. Winners can redeem their winning scratch-off tickets at the Penghu Marine Geopark Center from November 1, 2015, to February 6, 2016.
To expand consumer incentives, the county government is inviting local businesses to participate. Currently, over 200 licensed businesses are offering various promotional programs covering five key areas: food, accommodation, travel, shopping, and transportation. For example, restaurants are offering coupons with a minimum purchase and 10% off handmade products; hotels are offering a one-night-free stay with two nights and a 30% discount; tours are offering a 15% discount; souvenir shopping is offering a "buy six scallop sauce get one free" offer; and transportation companies are offering car rental discounts and bonus free nights. Some businesses are also offering "consumption voucher amplification" promotions, where spending NT$500 can earn you triple the rewards, and they can even give away Penghu specialty meals or additional vouchers, giving visitors a real deal. In addition to consumer discounts, the county government has also planned a series of special winter events, including a grand march challenge, a cultural tour of Magong District, a cultural and music hour, and short trips to the Nanliao and Chenggong communities, each incorporating local cuisine, to allow visitors to deeply experience the charm of Penghu culture. During the event, nine cultural venues, including the Longmen Fort, the Living Museum, the Xiyu Ammunition Depot, the Jinguitou Fort, the Hong Genshen Art Museum, the Reclamation Hall, the Marine Resources Museum, the First Guesthouse, and the Xiaomen Geological Museum, will be fully open to the public free of charge. Free rides on the "Penghu Easy Travel" North Loop, Huxi, and Pengnan routes, as well as on public buses, will also be available, allowing visitors to more easily explore the various attractions.

It is hoped that through the collaborative efforts of the government and the industry, Penghu will launch various tourism promotion activities in winter, allowing more visitors to experience the island's charm and create a new atmosphere for winter tourism in Penghu.
